wraitii c64fa6017c Allow Rome to build palisades.
Rome was unable to build palisades (presumably as it had unique access
to the somewhat comparable Siege Walls).
This however made Rome unable to build walls in Village Phase, and
restricting access to palisades makes little historical sense.
