Adds COLLADA conversion to archive builder.
Fixes archive builder on Windows.
Moves error logging from CCacheLoader::TryLoadingCached to its callers,
because this failure can be legitimate (in the case of uncached .pmd/psa
files).

This was SVN commit r11100.
