add update mechanism (needed to safely handle counter rollover) and
lock-free synchronization.

refactor:
. Counters now have Activate/Shutdown interface rather than throwing
exceptions from the ctor.
. whrt is responsible for caching frequency/resolution etc.
. fix counterBits handling
