The issue was introduced by fd976456d7 and made appearant by

If a cinema path was played right at the start of a game, then the
smooth LOS rendering option was disabled before `InterpolateLOS` was
called for the first time, so in turn when `ConstructTextures` was
called for the first time, it didn't fill the `m_SmoothFrameBuffers`
and `m_SmoothTextures`. And when smooth LOS was enabled again (by the
cinema path ending), `ConstructTexture` wasn't called again by
`RecomputeTexture` since `m_Texture` already existed. This means that
the `m_SmoothTextures` and `m_SmoothFramebuffers` remained unfilled,
which then caused a crash when they were accessed and used in
`InterpolateLOS`.
Since creating the shader and filling `m_SmoothTextures` and
m_SmoothFramebuffer` isn't expensive, the simplest solution is to always
do that no matter if smooth LOS is enabled or not.
With C++20 the custom container PS:span, which was a backport of
std::span is no longer needed.

Make include-what-you-use happy with some files in source and fix what
needs to be fixed.
Add markers to precompiled.h header includes to avoid
include-what-you-use wanting them to be removed.

Avoid cases of filenames
Update years in terms and other legal(ish) documents
Don't update years in license headers, since change is not meaningful
Will add linter rule in seperate commit
Happy recompiling everyone!

This makes incremental recompilation faster when changing static
interned strings.

Introduce a LOS_TILE_SIZE, to replace usage of TERRITORY_TILE_SIZE in
the LOS code.
This makes it possible to change the resolution of LOS/Terrain without
affecting the other component.
Additional refactoring:
- LosTile has been renamed LosRegion (it's more comparable to the
hierarchical pathfinder regions/spatial subdivisions)
- LosState explicitly refers to "los vertices" instead of terrain
vertices.

Changing Grid.h should recompile faster, as it is now included in fewer

This moves the renderer options into their own class to:@
- allow one to only include the rendering options, not the whole
renderer header, when one wants access to rendering options.
- centralise rendering changes and their side-effects.
- clean up code.
