janwas	c3a42633fa	fix stupidly incorrect calculation of smoothed frequency and timer resolution (fixes observed dependence of sim rate on framerate, see http://www.wildfiregames.com/forum/index.php?showtopic=1671) ... also improved filtering of the frame delta times. while at it, improved interface of whrt backends to avoid leaking implementation details.
